If any instructor upload videos from s3 plugin and insert the content then the user can able to download those videos using any special tools ?
Yes they maybe as s3 works only in this way :
It limits the time to load that resource on user's machine .
It loads the resource from s3 for the given duration after it stops loading the resource .So anybody who wants to download the video from the same link in the dom will not be able to do so after a certain duration .

Well that depends on your video size and internet speed of the user .
If speed is slow then it will take more time to load the resource for the user .
for a normal 10 minute hd video 5 minutes would be sufficient .
