After searching everywhere to be able to find out how to create a group on the profile page I am unable to do so.

This issue is caused by BuddyPress caching which is fixed after re-saving the buddypress setting

Currently when a user is invited to the group, the invitee receives the notification send https://prnt.sc/13a0e6c , but the user being invited does not receive any notification and is not aware of this invitation.
By viewing pending invitations nothing is visible

You need to invite from user-1 and check at the user-2 invitation.
Please check to create a new group and invite users.

You have to check this in the invitation tab.
