The privacy type public or nobody isn't available to PRO or Business users who have enabled Private mode. "
I think you need to change the settings of your account :

and have to disable the private mode .
I disabled private mode, tried uploading that video again, and success! However, when trying to upload a larger video, I got the following file size error:

Any way to get around this with resumable upload?
Resumable uploads will take some time to develop , we are already working on it .
For the time being I would request you to upload smaller videos for now .
OR
directly upload the video on vimeo.com and add it in a album ,albums list appear there in the vimeo library tab .
