Where is visited link colour controlled from for the tag clouds:

For the tags in the footer (dark grey background), the visited link is the theme primary colour. I want this to remain white like unvisited links.
For the tags in the content (primary colour background), I want the visited links to also remain white.
Any help appreciated,

Please go to your wo-admin->appearance->customize->theme, and again set the text color and save it.

What I want to do though is set the visited links to white for the tag clouds.
I don't want the visited links to take on the primary colour. I want them to remain in the same state as unvisited.
I don't want white for visited links on other parts of the site (otherwise when a link gets clicked in content it will be invisible thereafter) so I don't think changing the CSS for a:visited will work.

By default we do not set any visited link color.
You must have used some custom css to add visited link color.
Remove that custom css, then the color won't change.
OR
It may be coming from some third party plugins, try deactivating third party plugins.
